In September 2023, President Tinubu recalled 83 ambassadors, both career and non-career, from their posts across the globe. The ambassadors were instructed to return to Nigeria by October 31, 2023, leaving a significant number of diplomatic missions without substantive leadership. 

Impact of Ambassadorial Vacancies

The prolonged absence of appointed ambassadors has raised concerns among foreign policy experts and former diplomats. Ambassador Sulaiman Dahiru, who previously served in Sudan and Brazil, highlighted that such an extended vacancy could be perceived by other nations as a downgrading of diplomatic relations. He emphasized that Chargé d'Affaires, who have been overseeing missions in the interim, lack the authority to engage effectively at higher levels within host foreign ministries. 

Financial Constraints and Delays

The delay in appointing new ambassadors has been largely attributed to financial challenges. In May 2024, the Minister of Foreign Affairs, Yusuf Tuggar, cited a lack of funds as the primary reason for the postponement. This fiscal limitation has not only delayed appointments but also affected the operational efficiency of Nigerian embassies and high commissions worldwide.
