The Oyo State chapter of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has called for negotiations with the state government, protesting what it describes as the unlawful detention of its members and systemic marginalization within the state's security framework. The association seeks immediate dialogue to address these grievances and promote peaceful coexistence.
Details of the Protest:
On April 15, 2025, MACBAN members, led by the Serkin Fulani of Oyo State, Alhaji Yakubu Bello, and the association's liaison officer, Adam Abdukadir, staged a protest in Ibadan. They alleged that several Fulani herders were unjustly arrested under the state's anti-grazing law without proper investigation or fair hearing. Bello stated, "Our members, who were arrested, were innocent of the offence they accused them of. They were arrested illegally".
Concerns Over Anti-Grazing Law Enforcement:
The Oyo State Open Rearing and Grazing Regulation Law, enacted in 2019, aims to curb farmer-herder conflicts by prohibiting open grazing. While MACBAN acknowledges the law's intent, it argues that its enforcement has been discriminatory against Fulani herders. Abdukadir emphasized, "We are not against the law. But it must be enforced with fairness and justice. Our people are peace-loving and committed to living in harmony with their host communities".
Exclusion from Security Frameworks:
MACBAN also expressed dissatisfaction with their exclusion from the state's security and law enforcement agencies. They believe that their inclusion would foster better collaboration and understanding, particularly in rural communities where many herders reside. Bello added, "As critical stakeholders in Oyo State, we should be included in the enforcement committee. We can offer valuable insight, especially in rural communities where many of our members live and operate".
Call for Inclusive Dialogue:
The association has appealed to Governor Seyi Makinde, traditional rulers, and civil society organizations to facilitate discussions aimed at resolving these issues. They stress the importance of inclusive dialogue to ensure justice and equity for all communities in Oyo State.
MACBAN's call for negotiations underscores the need for balanced enforcement of laws and inclusive governance. Addressing these concerns through open dialogue could pave the way for lasting peace and mutual understanding between herders and the broader Oyo State community.
