Nigeria's Modular Refineries Face Operational Hurdles Amid NNPC's Crude Supply Delays

In a bid to enhance domestic refining capabilities and reduce reliance on imported petroleum products, the Nigerian government has promoted the development of modular refineries. These smaller-scale facilities are designed to process crude oil locally, providing a strategic solution to the nation's energy needs. However, despite these initiatives, several modular refinery operators are experiencing significant challenges due to delays in crude oil supply from the Nigerian National Petroleum Company Limited (NNPCL).

Unfulfilled Promises and Operational Struggles

Six months after NNPCL's commitment to support modular refineries, many operators are still awaiting their initial crude oil allocations. This delay has hindered their ability to commence or sustain operations, undermining efforts to boost local refining capacity. For instance, the Edo Refinery has raised alarms over crude supply issues, operating below capacity due to persistent shortages, despite existing agreements with NNPCL. 

Prioritization of Major Refineries

Industry observers note that NNPCL appears to prioritize larger refineries, such as the Dangote Petroleum Refinery, in its crude oil supply agreements. Since October 2024, NNPCL has supplied over 48 million barrels of crude oil to the Dangote Refinery under a naira-based transaction framework. While this arrangement aims to stabilize foreign exchange reserves, it has inadvertently sidelined modular refineries, leaving them grappling with operational challenges due to inadequate crude supply. 

Calls for Equitable Crude Allocation

Operators of modular refineries are advocating for a more equitable distribution of crude oil to ensure their viability and contribution to Nigeria's energy sector. They argue that a diversified refining landscape, inclusive of both large-scale and modular refineries, is essential for energy security and economic resilience. The current supply dynamics have prompted calls for NNPCL to fulfill its commitments and support the operationalization of modular refineries. 

Government's Role in Addressing Supply Disparities

To address these challenges, it is imperative for the government and NNPCL to reassess their crude oil allocation strategies. Ensuring that modular refineries receive adequate crude supply is crucial for achieving the nation's goal of self-sufficiency in petroleum products. By fostering a more inclusive approach, Nigeria can harness the full potential of its refining sector, reduce import dependence, and stimulate economic growth.
