INEC Proposes Voting Without PVCs for 2027 Elections, Seeks Legislative Backing

In a significant move towards electoral reform, the Independent National Electoral Commission (INEC) has proposed allowing eligible Nigerians to vote without Permanent Voter Cards (PVCs) in the 2027 general elections. This initiative aims to enhance voter accessibility and streamline the voting process through technological advancements.

INEC Chairman, Prof. Mahmood Yakubu, announced the proposal during a quarterly consultative meeting with Resident Electoral Commissioners in Abuja in December 2024. He emphasized that with the introduction of the Bimodal Voter Accreditation System (BVAS), the reliance on PVCs as the sole means of voter identification should be reconsidered.

"Those who already have the PVCs can still use them to vote, but going forward, computer-generated slips issued to the voter or even downloaded from the Commission’s website will suffice for voter accreditation," Yakubu stated. 

The proposed change is part of a broader set of 142 recommendations aimed at improving various aspects of the electoral process, including voter management, education, and technology integration. Out of these, eight recommendations require legislative action by the National Assembly. INEC plans to present these proposals to the Joint Committee of the Senate and House of Representatives on Electoral Matters for consideration. 

The adoption of computer-generated slips is expected to reduce costs associated with PVC production and distribution. It also aims to eliminate issues related to PVC collection and curb the practice of purchasing PVCs to disenfranchise voters. 

While the proposal has garnered attention, it has also sparked debates among stakeholders. Some advocate for the move, citing increased accessibility and modernization, while others express concerns about the potential for fraud and the need for robust cybersecurity measures.

As Nigeria approaches the 2027 general elections, the success of this proposal hinges on legislative approval and the effective implementation of technological solutions to ensure the integrity and inclusivity of the electoral process.
