Russia and Ukraine Conduct Major POW Exchange Amid Ongoing Conflict

On May 24, 2025, Russia and Ukraine each released 307 military personnel in a significant prisoner exchange, marking the second day of a planned three-day operation aiming to free 1,000 prisoners from each side. This exchange, initiated during negotiations in Istanbul on May 16, represents the largest of its kind since the conflict began over three years ago.

Ukrainian President Volodymyr Zelenskyy confirmed the return of 307 Ukrainian service members, while Russia's Defense Ministry acknowledged the reciprocal release of its soldiers. The exchange follows the previous day's release of 390 prisoners from each side, including 120 civilians.

Despite these humanitarian gestures, hostilities persist. Just hours before the latest exchange, Russia launched a massive aerial assault on Kyiv, deploying 14 ballistic missiles and 250 drones, resulting in injuries and property damage across six districts. Ukrainian forces intercepted many of the projectiles, but the attack underscores the ongoing volatility of the conflict.

These developments occur amid tentative diplomatic efforts, with Russia indicating plans to present Ukraine with a draft peace proposal following the completion of the prisoner exchanges. However, continued aggression casts doubt on the prospects for a lasting resolution.
